I would think H4831sc is closer to RL22 which is probably better if the bullets are at the heavier end of the spectrum. H4350 is closer to RL17 and more likely better suited to those 130’s. Perhaps also more likely to get a complete burn in the shorter barrel. Also very temp stable if you need that.

Plus necking up from .257 to .264 is the smallest movement of the brass in any direction.
