I had a Remington CDL limited edition in 280rem that I could not get to shoot for the life of me, no matter what projectile or powder or primer. A borescope showed some irregularities after I had changed , triggers, scopes, mounts etc. A new barrel and it will shoot 0.5moa if I have a good day...
I would think H4831sc is closer to RL22 which is probably better if the bullets are at the heavier end of the spectrum. H4350 is closer to RL17 and more likely better suited to those 130’s. Perhaps also more likely to get a complete burn in the shorter barrel. Also very temp stable if you need that.
