Thank you TackDriver. The load sits where I thought. Right on the edge of max. Primers are flattened but no extraction problems or marks. The primer pockets are still good also. I expect this load will tame a bit in colder weather.
Could someone run this load through quickload and see what pops up. This load shot a very small group and I'd like to see how close the edge that it is running. Average Muzzle Velocity is 2998 fps.

Temperature and altitude are counter to each other. A bullet drops less in higher altitude while lowering temperature makes the bullet drop more. You can drive yourself more crazy trying to figure out what you want on a custom dial.
Temperature can impact how powder burns so it obviously effects muzzle velocity, so I agree with that statement. Altitude doesn't always equate to decrease in temperature.
I use std one piece base on my model 70 with a leupold vx-3 2.5-8. Depending on what kind of scope placement you need for eye relief you may have problems with a pictinny base with low rings. The scope barely fits because of the short tube lengths. The 2x-7x is much the same.
I did a little ladder test in the back yard yesterday. Looks to be a spot around 56.5 grs at 3110 fps. Not bad for a 22" barrel. I had to be very patient in 100 degree temp. The barrel got hot as a fire cracker real quick. I took it back in house after each shot to cool us down.
