I've never been a .270 bore fan so that alone starts me w/ a 7mmwby. The ability to push heavier bullets fast is a sure winner when after big bulls in the timber.
With any cartrdige I usually start w/ 0.05" less than magazine length. Check that against the OAL v lands. SOmetimes you can't get close to the lands so mag length often governs.
IMR 4831 will give you exc. accuracy but you may loose 150fps vel. Try something a bit slower, H4831sc, RL22 or my favorite IMR7828.

H4350 is a winner so is RL19. I can't give you a recipe as I shoot a .260ai.
Hogdon shows 46.5gr as max.
Alliant shows 46gr for a 129gr Hrdy.
Use those as max., drop 3gr & work up.
roy, velocity isn't "unimportant" but it's also not everything. You can drive light wt. bullets very fast but check the vel. at 400yds & you'll see the heavy bullet has nearly caught up & bucks the wind better too. Many guys get hung up on velocity, even extreme accuracy, & then you find out...
VV powders are certainly the most consistant shot to shot that I have tried. I use VV150 in my .260ai w lighter bullets w/ accuracy like your .22-250 shows. I am working w/ VV160 in several other calibers right now. Good stuff, but sometimes hard to find & a bit pricey.

I found my .280 finicky about vel. v pressureusing H4831sc or RL22. It all went away w/ IMR7828. Give it a try. I am getting 2800fps+ w/ a 160grNP & 3000fps w/ 140grNP, all from a very lt.wt. 23" bbl.
