Brass Problem

What causes this line at the top of the neck? I got these from a new box of Remington Core Lokt 30-06 once fired brass.

Are these safe?

Looks like where the factory crimp was. I see no problem reusing the brass.

resize them and shoot !!!

That's from the crimp and RP brass almost ALWAYS needs trimming after the first firing because of it in almost all calibers. Never had a once fired RP case that didn't or wasn't very close to needing it.
