Forstner bits

Pretty sure it would cut the brass, even if it would dull fairly quickly.

The problem/issue I see is that it's not the cutting that's the issue. It's the consistently cutting each case to the exact same length. With just a bit, not sure how you'd setup/manage the depth cut. I doubt a drill press would be accurate enough.
 
If you can make a pilot for it so the case is kept square to the neck, I’d still say nope.

I make pens as a hobby and part of the process is squaring the material up with the brass tube it is glued to. I used these barrel trimmers that resembled a pilot shaft with a four blade forstner style cutter to trim the material. Fast or slow, it catches the wood, catches the brass and ends up making a mess of things. I’m thinking with a two bladed HSS forstner, it will grab into quick like and make a mess.

Try it and see, I could be completely wrong
