Looks like awfully big cartridges on his belt, for rabbit hunting... 
From reading hunting stories by Teddy I do not recall him mentioning carrying a small caliber rifle.
As I set here thinking about Teddy stories I seem to remember reading about an occasion where he had some cartridges loaded with shot to put small game in the pot when out in the field. He forgot to change back to solid bullets when facing large game that he met unexpectedly and merely peppered the critter with shot.

There is a picture of him in the same dress and gun without the rabbit but with two other hunters says in Maine in David McCullough's book about TR called " Mornings On Horseback". This is a very good read about his early life. Dan.
