i have a custom 243 that will be finished in a week or two now i need some hand loads for deer and cyotes out in the 300-400 yard mark my gun also has a 23 inch barrel so problably a slower burning powder but what bullet and powder

I have been 243 Winless for about 10 years now.
I used to shoot the Nosler 70 gr BT w/ 39.0 grs IMR4895. This load was the "club" load because it shot sub MOA for about 7-8 different guys.
I also shot 100 gr bullets with 41.0 grs IMR4350 for just under MOA from a M70 XTR.

I like the 95 grain balistic tip or silvertip for coyotes for sure. have taken deer with them too. 95grain partion better for deer. Both use slow powders like IMR 4064 33.5grains at 2708fps max35.5. Also IMR 4350 39.5grains at 2985fps max41.5grains. This is from Nosler reload #5. The heavy bullets are better out to 300yds. A friend of mine has taken 3 deer with the 80grain bt's with good success as well.
