Lee Collet Neck Sizer

I'm gonna try one out why not. I have the Lee Collet die, headspace guage, and am just waiting on the Redding body die.
 
So I think I am operating the lee collet die correctly, but -

If I run a case through my FL RCBS resizer, the OD of the neck is .281", then after I seat a bullet I'm at .283". The smallest OD I can get using the Lee Die is .283"...

If I'm understanding correctly, the RCBS is giving me .002" neck tension (which is what I want) and the Lee is giving me no neck tension?

I see Lee sells undersize mandrels - I guess my question is - is Lee providing sufficient neck tension for hunting bullets?
 
I use the Lee collect Neck die to load my 22 Hornet ammo. They are the thinnest brass i know of and it works great. Supper accurate less then .5" groups and brass last a long time! On my 221 & 223 rem I use Reddington type S match neck dies.
