As wvbuckbuster stated try a different 140 bullet if that’s the weight you want. Possibly a 140 GK and a 140 pro-Hunter. Some guns like a flat based bullet.

If you ve got Retumbo give it a try with 95-105 gr bullets. You ll have to work your way up but if you ve got a chronograph, some dial calipers and do some research it can be done.

I d second your 3200 fps estimate. My 24” Vanguard perked up with R22 or slower. R26 will get 3300 fps+ with 100 gr TGC … the 240 is significantly overbore and likes the slow burners.

56.5 to 57.5 in 06 with 165 gr bullet is a very well known and typically accurate load. Get in that range of charge if no pressure and try different seating depths. You ll find a winner if rifle is capable.
