I guess I don't know what you are referring "burn-rate b" to. The "burn rate factor Ba" is editable in my version.
If you are talking about "factor b", that is changed by using the dragging the curve within the propellant editing window.

It’s editable... you have to click on the button next to the powder drop down to edit it, or you can use the edit powder button in the toolbar. Looks like a powder jug.
