Tom, I believe pre 64 and post 64 rifles use the same bases in standard length actions (.860" RHS). I think the pre 64 magnum action will have .440" RHS, whereas a post 64 magnum would have .330" RHS.

RL-22 gives me excellent velocities and accuracy in my .270. I've only used 130s. It sends the Accubonds downrange at 3200 fps and the BTs at 3240. I found seating depth to make a big difference in accuracy. The Accubonds in particular liked a lot of jump.

A .338 WM with a 20" barrel doesn't seem like a great idea to me. Increased muzzle blast puts me off of the idea as much as any loss in velocity.
I'd probably look to a .338 Fed, .358 Win, or 350 Rem mag to do the job you describe with a 20" barrel.

I'm not saying it's not a 23" barrel, but it is possible that it is a 24" barrel and they measured from the face of the receiver to the the muzzle. I've seen a couple of Model 70's listed as have 21" barrels because the 22" barrels were measured incorrectly.

I would start with the book COAL of 3.340" and find the most accurate charge weight that gives you acceptable velocity and then mess with the COAL.
It's always wise to start with the lightest charge in your manual and work up from there. This is especially true if you are somewhat new to the game.
