My wife's favorite rife is a Pre-64 M70 carbine in 30Gov't'06.
I reload 150 NPTs for her rifle using H4895 to 2500 fps.
It will shoot them in to a 1" group at 100 yds.
Even with the steel butt plate,
she has no problem with this reduced recoil load.
I have never really bought-into this "marginally stable" range of 1.0 to 1.5 !!!
Seems to me once a bullet is stable it stays stable.
So as velocity decreases does a bullet become less stable?
Wow guys, I've not heard that about Rem oil!
I've always used Rem oil in my rifle barrels and never had any seasoning accuracy issues.
Maybe 1 or 2 shots while sighting-in, maybe none al all.
I finish cleaning with a patch with a little Rem oil followed by a dry patch.
Then another dry patch...
I had a 1999 4WD Tacoma and still driving a 2012 4WD Tacoma both with the manual transmissions.
Had a hard time finding one with manual trans. in 2012 - Glad to see you can still get one.
Was disappointed with original tires for off-road,
so bought a set of steel take-off rims and mounted a set...
Well...Only got one more hog for the season - Also DRT
Am cleaning up rifles now.
My 9.3x62 only took 3 shots to sight-in, 4 more on game all DRT and was the easiest rifle to come clean.

Yeah, With H4831 you're over max, powder should be compressed
and you're not getting the velocity you want.
So...Yes, you need to try another powder.
I like R22 in a 280, but would also recommend trying H4350.
A friend has a nice old Savage M99 in the 250.
But it don't like the 100 gr loads - Shoots 87 gr good.
He won't use the 87s for deer hunting and
rifle is worth to much to throw in truck for coyotes.
So just sits in safe.
