An overly clean barrel and low visibility at long range (and I know that is a relative term) means shot groups can grow easily. Shoot again on a clear day with less cleaning of the barrel.
Paul: mine is a FN Mexican Mauser with a 24" ER Shaw barrel. Aside from changing the trigger, it is just like it was when the gunsmith put it together. The Boyds laminate stock makes the rifle heavier than I thought it would be but with the accuracy I'm getting it would be dumb to complain.
My 6.5 CM loves the 129gn SST with RL-17. Ditto for the 130gn Swift Scirocco II and the 140gn SST with Superformance. All of them are .5 or 1 grain from a max load, seated to the COL specs of the bullet makers. Maybe I have a rifle that is forgiving in that sense since these are sub-MOA.

The 6.5-06 world be a fine move up from the 25-06. You wouldn't see that much of a difference between the 6.5-06 and the Ackley version and I agree the work isn't worth the improvement in speed. There are plenty of 120+ grain bullets in 26 caliber that will do well for big game.

Using an older chronograph my shot group averaged 3060fps. What was impressive about this group was the tiny amount of space between holes. I was trying NOT to hit the chronograph and the small group was a good thing to see.
That is a great shot group for hunting. Your son will need a good skinning knife to go with that accurate rifle. The 18" barrel is a factor in this accuracy, but so is a steady trigger finger. Well done.
H-4831 is the most accurate powder in my 300 Weatherby. I load it to 81.5gn (Hodgdon max) with 180gn Hornady Interlocks and it is pure death on deer, even at 530 yards.
