I would never Buy used brass ever.
That being said, I do scavenge pistol brass at the range for plinking. For carry purposes in the event of a need for serious "Social Work" purchased new brass only.
I never scavenge any rifle brass from the range.
A.) Tumble in Lyman corn-cob media with Flitz Brass polish added.
B.) Lube case body only with Hornady Unique Lube. Dip necks in Imperial Graphite.
C.) Partial full-Length resize.
D.) Wipe case off with paper towel.
E.) Clean primer pockets with brush.

A little slow to post to this but I have found the Western Powder Burn Rate Chart to do a better job of illustrating relative burn rates than the simple numbered lists. All of the charts seem to vary somewhat between similar powders of course.

I would think that it's a combination of weak-spring in rifle (you mentioned previous miss-fires) and a bit harder primers. Winchester Primers have a slightly harder cup than other brands. That would account for the Federal cartridges still functioning (for now).
