H110 has been said to be the original 30 carbine powder, if not it's close to optimum.
At a 1.940" LOA, 16.0 gr. of H110 has a 98% fill and GRT predicts 2125 fps @ 45k psi out a 16" barrel.
I tried single loaded 110 gr. SP bullets out of my M1 carbine and the 1/20 twist didn't spin them fast...
Low velocities as in subsonic?
If so, 4227 and H110 burn rates are too slow for the application.
3 gr. of Unique would be subsonic, but the chamber pressure would only be ~9,000 psi and have less than a 40% case fill.
In my 7x57 fitted with a 24" barrel I use:
50.0 gr. of RL-17 pushing a 140 gr. NBT at 3070fps according to my LabRadar.
I also have a stash of 170 gr. Lapua ammo that clocks 2632 fps.
9.3x62 predates the 30-06 and delivers more zing than any of my Whelen rifles including the 375 Ackley.
Pick you favorite sub-30 caliber cartridge and the 9.3x62 and you're set for anything in North America
If the 30-06 factory ammo was loaded to the same pressure as 270 ammo, there would be less 300 magnum rifles sold.
With RL-17 and H4350 I can crack 2800 fps with a 180 gr. bullet out of a 22" barrel.
I was using GRT and with a 26" barrel and SF powder pushing a 130 NBT simulates to 3300+ if the rifle has a long throat.

I would cast a vote for the Remington PLHP bullets as they are the only bullet I've spun to disintegration in a 1/7 twist 223 barrel.
They hold together in a 1/9 twist barrel and are devastating on critters.
Owning booth a 270 and a 264 WM, in my rifles the 270 is the better choice with 24" barreled rifles.

If you can get the 175 SMK HP version up to 2600 fps that will be supersonic at 1000 yds.
The 175 TMK will be supersonic at 1000 yards with an inital velocity of 2500 fps due to their higher BC.
