How important do you feel a parallax adjustment is in a scope? I just bought a new scope and am wondering if I should have bought one with it.

I've been seeing it around locally. I wasn't able to get the velocity I was expecting and didn't have time to keep tinkering with a load so I moved onto a different powder, otherwise I probably would have bought more of it. I looked for it for a year!

I don't know much about picatinny rails but they seem to be pretty popular. Why would you put one on say a bolt action Tikka T3 hunting rifle? What advantage does that give you over plain old rings and bases? Any disadvantages (like scope height)?
