Full length re-sizing to 'Fired Case' headspace dimension is in my opinion best, but yes, you can neck size.

There are often at least a couple of sweet spots but I found .030" off the lans with .257 Accubonds gave me the greatest accuracy, but hey that's in my K95 rifle.

Primer prices are now very high in UK anywhere from £14-£17 / 100 if you can find them. Most dealers here will now only sell you one or two hundred not like a couple of years ago when it was easy to buy 1000
Vihtavouri propellant is good stuff. I use Vit. N560 in my .25-06 & get great accuracy. It's pretty pricey here in UK at around £120/kilo - $150 approx. But that's around 2.2lbs.

Due to EU 'REACH' regs in Europe many of the old IMR/Hodgdon/Alliant etc propellants are no longer available in UK.
These manufacturers now have in place other REACH compliant propellants... though mostly I use Vihtavouri N550 or N550 depending on bullet/cartridge.
