If these are first time fired factory rounds, I'm stumped! Never seen this separation before on a new factory round first time fired!
However, if they are reloads from factory brass, the shiny ring on the brass above the case head leads me to believe that it's a headspace issue & F/L resizing...
I anneal my cases... Norma & Remington every three firings. No fancy equipment for it, I hold the cases with a gloved hand, rotating the case necks in a propane flame for 12-14 seconds.
No need to quench the brass in water, let it cool naturally.

It sounds to me that the brass has hardened and as a result not sealing properly.
Annealing is what I'd do to bring the brass back to life so that it seals (Obturates) preventing the soot flowing back.

Not that I contacted them often, but each time, parts have been mailed to the UK FOC.
They replied to e mails within a couple of days & asked for my address & a week or two later, parts arrived.
Any delay was down to UK customs...
After the EU changed the rules here in Europe, I switched from IMR4831 & IMR4350 to Viht.N560 after some research & testing.
It works brilliantly in my .25-06Rem. Stunning performance, meters easily & consistent in MV & ES.
I get 3120fps with the 110gn AB bullet & terrific accuracy (22" barrel)...

I only use RCBS dies except for the old MSch rifles... Redding for those & run out on all loads doesn't exceed .003" EVER! Though I do use an arbour press & Wilson seating dies for the .25-06 & Steyr 6.5x55
Man, it's a cool seating system. Love it! Rarely above .002" run...
I concur with Scotty & find the same, though I gave up neck sizing a long time ago & now only F/L resize to 'Fired case headspace' dimensions. Doing this certainly maintains consistent accuracy & brass life.

Wow! this is not a question I'd expect to receive any answer to in the UK & I doubt anyone here would post such a question. I guess we live in a very different world to you guys in the USA.
Security in such matters is pretty strictly observed here.
Here in the UK it's almost impossible for a private individual to ship anything to do with firearms by post or courier. Especially not any kind of accelerant, so definitely not primers or powder. The usual way here is face to face (or via a good friend when convenient) for private individuals...

This is pretty much spot on.
Use a universal de-cap die in a separate operation.. the re-sizing die de-cap rod should be raised until the expander just passes through the case neck.
When setting up the de-cap rod... leave it loose, run a case into the die allowing the loose rod expander to pass...
