Backing out or falling out. If the primers are falling out, the load is too hot for that brass. If they are backing out, I suspect a headspace issue as well. Try partial sizing & see what happens.
You'll want penetration, the NP will work but if the TSX shoots well for you, I would go w/ it. Another good bullet would be the Swift. I don't want to have to wait for a broadside shot in timber to get my bull so I like bigger bullets for bigger holes in & out. The .280 W/ 160gr NP is my bull...
If you don't get the vel./accuracy you want w/ RL22, give IMR7828 a try. It has been THE powder for me in my .280 w/ 145gr-160gr bullets. My .280 just doesn't care for RL22.

Rifles w/ freebore can & do shoot quite well. I would start w/ bullet of your choice loaded to function through the mag. You can alos go Barnes TSX, which actually like to be loaded well off the lands.

I've tried necking .308 down but the necks are way too thick in my chamber. 7-08 will work, but no advantge there. I like the Lapua brass but identical loads shoot just about the same if I switch to RP260 brass.
There is almost 1.5x the bearing are on a 180gr vs a 135gr JHP. I have found quite a diff. in case mouth thickness from one brand of brass to the next. You could try diff. brass & maybe just a bit more crimp.

While not a must, I do enjoy the extra knowledge I collect about my loads. I pretty much use it whenever I am bench shooting. Even if the load is a known one, shooting in high heat or extreme cold will change things a bit & I like knowing not guessing.

I'm mostly a 160gr guy for the 7mags but H4831sc, RL22 & IMR7828 have given me good perf. w/ bullets from 140-175gr. H4831sc is likely to be better for the 140gr, but your rifle will tell you.
