Partitions can be more picky then the ballistic tips. Sub 1 1/4" is usually easy, but breaking an inch may take a little more. But, find what they like and they can deliver great groups. The 60gr partition is one of the most accurate bullets out of my .223, consistantly delivering 5/8" groups.
I've seen velocities suprise by 300+ fps more then once.
Without a chronograph is just a guess. For $100.00 it's a good investement for any handloader.
As Dr, Mike pointed out, QL is just a computer simulation. The accuracy of the results cannot exceed the quality of the inputs. That said, QL can provide some advantages such as being able to vary case capacity and barrel length, and cartridge OAL to reflect your personal rifle.

90gr Sierra HP's at 3500 for varmits.
130/150 gr Solidbase for deer and antelope
150gr Partitions for Elk.
As I aquired more rifles, I needed fewer loads per rifle.
The CCI 200 is a cold primer. I would not suspect it as a source of excess pressure.
In addition CCI's are a hard primer. They will blow before they will pierce.
I've used BLC2 in the 308 with success. It likes either a match, or a magnum primer. I've had good luck with the BR-2's.
