It's not unusual to loose 100 fps when dropping from 70 degrees down to freezing.
You can loose another 100 between freezing and zero.
Shoot that same load on a 100 degree day and you might be close to your 3k goal.

I would try the Sierra .311's. At the moderater velocities you will be pushing them at, I would expect more reliable performance from the Sierra's.
Light weight .338's are not a good idea.
Medium+ contour, 26" barrel will take advantage of the powder capacity, and provide good weigh to help with the recoil.

My experience mirrors RR, LC was lighter the FC brass and in the same general weight range as most commercial brass.
