+ 1 on the above, I use the same components..... seating depth can also be a little finicky with AB's..... You might try seating them a little deeper with your load.

I'd consider starting with 53 grs. of H4831 ( a mid-book load) with your Fed 210's and work my way up watching the chronograph. It would be a rare .270 that didn't dote on those components.
I recall a couple of prior press releases pointing out that it was different than the powder used in Hornadys cartridge line up, additionally a cursory examination of Hornadys load manual bore out the velocity disparity between the two.

Have you decapped the case yet to see if it was a weak cap cup or an enlarged primer pocket as Dr. Mike suggested in the other thread? Rol P's experience was the same as mine with Remmy 9 1/2 caps quite a long while back.... early-mid eighties IIRC, I also seem to remember many others...
Are you using Tempilac and working out a count method? When I use 700 or 750 degree Tempilac there is no glowing color whatsoever. What I've read and been told over the years is that if you get the neck and shoulder glowing at all, you have over annealed your cases and additionaly if the case...
Chronograph info is always good. If you have reloaded and fired again the same Norma cases without issue, it would seem a stronger likelihood of a defective case. Looking forward to hearing what you find out.

It is a bit unusual to see a split neck on a first time fired case provided the loads are all within safe pressures. My first inclination is also leaning towards a defective case. I'm wondering since you mentioned using two different brands of cases if you are loading the same charges in both...
I have a Pact unit, they made RCBS's dispensers and as far as I know still do.
It's been churning out accurate loads for over a decade now with no issues.
I haven't tried or had a need for any of the others you mentioned in your OP so, I don't have a opinion on them. IMHO, given my past...

Great responses Greenheadcaller, trying to guess the dwell time of a case in the flame has led to many a ruined case including those standing in a tray of water. IMHO and experience, Tempilac is pretty cheap insurance to prevent that.
I also use the Bench Source annealer. Though the upfront cost...
From your pics its not the first time I've seen it, it happened to me once with Remmy primers.
Bad production run, weak cups and pin holes aren't good for bolt faces either. I know several other fellas that this has happened to.
Contact Winchester and follow up with them about a possible recall...
Apologies if my response wasn't enough, this method has been around a long time. I also use it and will share it you, maybe it will help out.
You may get better and quicker success by finding the seating depth a rifle prefers with a given bullet before tweaking powder charges and depths closer...
