I would start with trail boss and either of those bullets. Here is a link on trail boss use.

I use trail boss with a 308 with great results.
I have had great results with H335 and 55 btips. I started load work at 23 gr. and had best accuracy at Noslers listed max. of 25,from guide #6. For some reason I did not chrono this load.
I have only check at 43 degrees and 65 degrees. The 43 day was with once fired cases and 65 was with new cases.
43 was 2746 fps
65 was 2690 fps
This was with 150 Bt's.
Ok I found this. From Oct 2015
The moose population is declining in Manitoba's Turtle Mountain area, and hunting the animals in the area is no longer an option says Manitoba Conservation and Water Stewardship.
Manitoba wildlife officers seek leads in illegal moose hunting cases...

I looked online and could not find any mention of a ban on moose hunting in Manitoba. The outfitters I also checked are advertising 2017 and 2018 hunts.
Do you have a link to something I missed? It would be a shame to have the hunts ended.
I have taken more deer with Sierra pro hunter bullets than any other but have also used Nosler partitions, Barnes TSX and am working up loads with E-tips. They all work if put in the right place.
I now use new brass for hunting. I work up loads with fired brass and then confirm with new brass. If I do use once fired brass I always run all the ammo through the rifle to be sure it all functions as well as new.
You need to use the same brass in both rifles for a valid comparison to eliminate brass as a variable.
I have a 300 RUM that is at max pressure with Nosler brass at starting loads and with R-P brass does not get to max pressure until max loads are reached. Same powder, primer and rifle only...
I might try taking the best load and trying some different primers. I have been playing R-26 in several rifles and would give that a try. Also with several 6.5 rifles, a 6.5x55 and 2 264's I have had good results with 140 Sierra GameKings.
