I have a Mod. 70 Win. 30-06 and wonder if a 165 partion is enough for a cow elk? The load is Fed. brass 54 grns IMR 4350 and the165 partion. Or would a 180 BT be better? The 165 has 3/4 groups at 100yds

With a well constructed bullet like a Partition I would say the 165 would be just fine. I myself like 180 partitions for my 30 caliber stuff but the 165 will get it done.

OU812 is spot on. The 30-06 with a 165 gr PT will work just fine on cow elk. You might want to try the 180 gr offerings in PT and AB, they might shoot even better than your current load.

Welcome to the forum.

I recently asked the same question about the 180 bt and elk in the 30-06.
I was talking to a buddy at the range and guess what?

He runs a 165 BT at 2850 fps or so and has used it successfully on everything! Elk moose deer antelope etc.....
So yeah your 165 Partition will do nicely.
