Every rifle is different so you are going to try different seating depths to determine whaqt your rifle like best.
I usually find a sweet spot between .010-.020" off the lands, permitting this COL will fit your magazine.
Welcome to the forum. I trust you'll find answers to your questions here. It is really not possible to predict the "best" seating depth for your rifle, as each rifle differs somewhat. However, as a general rule, with lead core bullets, such as the Partition, closer to the lands is frequently better than seated farther from the lands. This measurement is easily taken with the use of the Hornady OAL gauge, or by using the technique described in the Nosler Reloading Guide No. 6, found on page 43. However, in the case of your Remington, the magazines tend to be restrictive as far as permitting seating that will approach the lands. In all likelihood, you will want to seat to fit the magazine and adjust for optimum barrel harmonics by fine tuning the powder charge. A good practise is to seat the bullet to fit the magazine and test with the powder that you want to use. When you have a charge that has a good standard deviation (as measured with a chronograph), begin to fine tune the particular charge to see if you can tighten the groups.
As an aside, Remingtons generally give good accuracy, so don't give up if one powder doesn't work for you. There are a lot of options. Any of a number of fellows on this forum load for the 25-06, so they can make some good suggestions to help you select a load. You might want to do a search of past postings to see what has been discussed with respect to the 25-06.
