I understand that there are two variations of the 6.5x284. the Winchester and the Norma. What is the difference in the two?
 
I don't really understand your question. The standardised cartridge is the 6.5 X .284 Norma. Prior to standardisation, the round would have been considered a "wildcat" subject to variations by the individuals who prepared the chambers. Since the cartridge is standardised, the dimensions and measurements will now be standardised.
 
I think it is a difference in the lead, the norma was throated differently than the winchester version. If I remember correctly the norma was setup for a longer over all length than the winchester, but I could be wrong.
