...the bad news??? In theory, this money can only be used for fish, wildlife, conservation, recreation, but it can be "held back" (sequestered) as collateral against a govt. debt. Even just being used as collateral, & not disbursed as expected is going to cause a lot of agencies hard times, because they've already included these expected funds into this year's budgets...
