I have a Leupold VX-3 1.75-6x32mm on my Marlin 1895G 45-70. It's been a great scope and is perfect for this rifle. Sadly Leupold discontinued this scope several years ago.

As suggested, IMR4350 or IMR4831 should get you the desired results with a 100 gr bullet. Maybe show the results to your FIL and then tell him you switched to a powder with the appropriate burn rate. 😉
As for the 6.5 PRC with AB's, they like some jump. Start at .050" off...
Thanks for confirming that the rifle is a short action. As Guy mentioned, run the 100 gr PT and you should be able to crimp.
