I know this is from an old post but I will throw out there that a sample size of 3 really isn't even a sample. Shoot 10 rounds letting the barrel cool between shots then see what the data says. Odds are this is just the normal distribution of both shot location and velocity.

The simple solution to that is to run the hunt like they do in most western states, the permits are unlimited but the season closes once the mortality quota is reached. This eliminates the ability of those groups to decrease the harvest.
