I never crimped bullets, you'll never have an issue in the BLR with bullets moving under recoil. You can ignore any cannelure and seat them out farther if you need to.
I would look at something that is a 2 X on the low end. I found any less and you can see your barrel in the scope which is annoying. 2-7 power scopes are perfect for what you want but are hard to find these days. Burris or the higher end Bushnell's would be good, maybe Trijicon makes something...

That's a good start. You should be able to get a fair bit more speed. From what I have read it looks like you won't get as much speed with H 4831 sc as the slower burning powders but the accuracy is usually excellent. I'll have to try it in mine with the 170 gr BT.
Welcome. I haven't used that exact combination but I'm sure others here have. I believe they are usually tougher than that and it may just have been an anomaly.
