Maybe you should track down an older Ruger Model 77 and have it rebarreled to 6.5x55 Swede. Awesome deer cartridge with very nominal recoil. It is available in the new Rugers, but not with a tang safety.
If I had a .25 caliber, I would give the 110 gr Nosler Accubonds a try. The .277 140 gr. Accubond has been extremely accurate in my .270WSM, and should be capable of very good velocity in a 25-06.
If you are interested in trying some of the .270 150 gr Ballistic Tips, Shooter's Pro Shop has the factory seconds for just $7.95 per bag of 50. Pretty good deal. They say cosmetic blems, but I have always had good luck with their "seconds".
My top choice with the 140 gr Accubond was 65.0 gr Vihtavuori N-165, Federal 210 primer, Winchester case. Near max, so work up carefully. Newest Hornady, Lyman, Nosler, and Sierra manuals have data for the Short Magnums. Other often suggested powders are Magpro, Reloder 22 and 19, and H-4831...

IMR-4320? Most pet loads for the .270 Win. I have seen revolve around powder burn rates that start at 4350 (be it IMR, H or Accurate) and wind up on the slower side like 4831 (H or IMR) Accurate 3100 or Magpro, Reloder 22 or even H-1000 or IMR-7828.
