Me personally I would get an accurate load with the 150 gr. Partitions and take those loads and those loads only. Keep it simple keep it easy.

Just me but I would prefer the 165 gr. Accubond, Partition, or 150 gr. E-tip. Same with 180 gr. Partition and Accubond bullets in the 30-06 over the Ballistic Tip bullets. The BT's have been improved but I personally prefer the others over it.

I like the Leupold 4.5-14x40mm with the B&C reticle. Maybe just a touch over what you said you might spend but sure is a good scope with an excellent power range.
