I don't think RL19 would be the powder for the 308. Youth loads or not, RL15 have served me well with the 150-168gr bullets. I'd "use up" the RL19 in a more bottle-neck type case, 243, 260, 25-06, 280, 30-06 etc.
+1 on the IMR7828 with 160gr bullets. I shot the 4350's for years just because they worked. I then went to IMR4831 with the 140's and 7828 with 150's and heavier. RL19 and RL22 are worth a try if you have some.
Magpro has been a proven winner for me in several rifles shooting the 140gr NAB. I like RL17 and RL19 with the 130's, but like others have mentioned, several powders work well in the WSM's.

That's the exact load I worked up for a friend's 300WSM Extreme Weather. It clocks an average of 3214 with the 168gr TTSX.

Keep in mind that the BDC reticles are designed to work at maximum magnification. I have used the Nikon BDC, and it works very well. I have not sprung for a Vortex due to their reticle choices. I can't see them very well.

I've shot deer with the 115-120gr bullets from B-tips, Gamekings, Interlocks and Partition. I couldn't tell the difference in effectiveness on game. All animals had a straight channel bored through them, and all animals died. The 25-06 is essentially a 270 with virtually no recoil.

If the 100gr bullet was the main focus, then the 260 wouldn't be my choice. I'd go with the 243. The 120gr NBT in a 260 is a deer killer big time! You could load those from 2300-2800fps to aid in low recoil and still have plenty of punch. Even the light load will still be going over 2000fps @...
I'd definitely try a pressure point. Remingtons seem to shoot extremely well with the factory speed bumps up front. I never trust a clean barrel either. Factory barrels always seem to like some fouling in the barrel before the groups settle down. Its worth a try for sure.
