That is unfortunate, just yesterday I shot a group in my new Remington 700 Mountain Rifle using Varget under the 140 BT that measured 0.57 inches. I have also had good luck with H 4350 in the 7-08.
I have little doubt, though, that you will find a good load using the Vihtavuori powders. I would suggest trying N 140. In a couple of 22-250 rifles I own N 140 and Varget give virtually the same results.
The latest Vihtavuori loading manual shows the following for the 7mm-08 Remington.
When loading the 140 Nosler Ballistic Tip with N 140, 38.5 is the starting load while
42.7 grains is the listed maximum.
Sorry to hear your choices are limited, I thought the Nordic countries were a bit easier on hand loaders then other parts of Europe.
Then again I seem to think a lot, and know very little at times.
If you can find ADI powders from Australia their AR2208 is the same stuff as Varget. Varget is made by ADI and relabled and sold here in the states by Hodgdon.
I have also had some limited luck with R19 in the 708 with 145 + gr bullets. The 154gr Hornady with R19 has shot quite well in my rifle. I hear it`s a Norma manufactured powder but I don`t have the Norma name on hand. You might try it and see how it does for you. The only problem I find with it is it fills cases and you`re compressing the load before you get near max. The velocities are exceptable but not as much as I get with Varget.
There have been a few at the range I shoot at that swear by IMR4064 with 140 gr bullets. I haven`t tried it as I`m happy with Varget, but it is very close in burn rate. If you can get some of it that would be my next suggested choice for the 140 BT.

Another similar option to Varget and IMR-4064 would be Reloder 15. I would presume it would be available in Europe since it is manufactured in Sweden. Although I guess it might be offered in a Norma labelled container over there.
