I’m getting 2945 fps loading 175 gr ELD-X’s with 66.2 grains of RL-25 from a 26” 1:8 5R X-Caliber barrel. That’s 300WM range with a 180 grain bullet, but the 7mm has a better BC and sectional density. Not saying anything bad about the 300 just comparing this particular load.
To me you’re right where it should be with RL-23. Great powder and very consistent. I use it for 160gr and under loads for my 7mm RM’s.
With your low ES and sub moa groups I’d dance with the one that brought you. You won’t see a difference of 100 fps +or - on game. You’ll have the time and effort of trying to work up a new load. Plus I don’t see how you’d get a more accurate load. Stick with your load and keep the freezer full. Maybe fleece your buddies for a few bucks at the range to boot. LOL
