Has anyone had problems with 7828ssc?

I seem to be having consistency problems with this powder. More so in my .280. One week it will shot .5 moa and the next it's a shotgun pattern on the paper and then te next it's back to a moa. The only thing I know for sure that's change is the outdoor temperature. Seems to shoot best when it's really cold, like below 30. It's got me stumped!

I loaded up 83.5 grns of RL-25 with the Amax and got .600 group!
Loaded up 83 grs of RL-25 with the NABLR and got a .730 group.
The 7828 is all over the place and really hot for some reason!
