Case curiosity

I was sizing some RP 30.06 brass when I came across this oddball.
The case on the right is head stamped 30.06, but has no shoulder.
Anybody know what it is for?

I have one and it looks very much like the 30:06 AI. Case. If you picked it up at the Chinook Rifle range its 'mine".
