UPDATE***Explain this...case will not chamber...

Weatherby and Nosler both have them in stock, I would choose one and forget about time and money wasted trying to get the Hornady to work for you, they will have to replace it after a couple loadings anyway.
I have 39 pieces of wby brass once fired.
20 Hornady.
 
The head to the belt dimension sets the headspace. Trimming the neck wont fix that problem. It sounds like those cases have too long of headspace dimension for your rifle. Belted cases have been known to have terrible tolerances in the belts. The "premium" brass made now is much better.

If the distance from the head of the case to the top of the belt is the same (case head space distance) then that wouldn’t be the problem I don’t think. If the extractor groove is not large enough and the extractor can not settle into the groove that may be hanging your bolt up. I’m not really sure by reading the different measurements you wrote down

The Hornady is definitely .020 or so longer from the head to the belt top versus the WBY.
You can see it in the picture pretty well
 
Ditch the problem brass and move on, then keep a watch on the replacement brass to see if you are having the cases stretch in the belt area, you could have a head space problem or a bolt that isn't fitted properly.
Manufacturer will tell you that it is in specifications and to use factory ammo only.
