Factory Loads

Whatever the factory can purchase the cheapest that fits the bill, generally speaking. I bet if you check three different lots of 165gr 20-06 ammo from Remington or Federal (or Winchester, or whoever) you will likely find three different charge weights, and that would likely mean three different powders. Bulk manufacturing makes things work on an economy of scale, so when we think about saving .2 cents per round by switching powders to something that is on sale, it might not make us move. But for the ammo company, who stands to save about $20K on half a million boxes of ammo, it is a no-brainer. For the most part, they use stuff we can't get off the shelf.
 
they will go to the manufacturer and tell them what they want, then when the powder is produced they buy (tons) of the powder. then load millions of rounds with it in lot batches. in the 270/30-06 case size it would be a powder simular to re19/4350 in burn rate. in the 308 based cases, i would guess it would be in the varget burn rate area. in large magnum sized cases it may be a powder in the re22 burn rate. then with these three basic burn rate powders they will develop loads for all the cartrages they load.
