For the same bullet weight and caliber how much variance is there in charge weights between different powders?

Just coming back to reloading after 30+ years so maybe I’m just being paranoid…but I need to make sure I’m understanding this so I don’t go BOOM!
I don’t recall seeing these big differences, of course I hadn’t used these powders before so maybe it’s all good.
.44 magnum 240 gr bullet, for H110 powder start-23 grs. / max load 24 grs. Where as the same bullet using Universal powder starts at 8 grs. with Max 10grs.

Velocity is slower on the Universal powder load but not relative to the near triple the grains of powder disparity that alarmed me when looking up data to start making some .44 magnum cartridges!
 
look at the pressure generated, should be close to the same PSI . some powders make the same PSI at lowers charges . this is why you can not ever use charge weights listed for powder X when you are using powder Y .
