I don't know how much you've done on this rifle, Mike, as I've not had the time to follow the forums as much as I'd like, but it acts like either bedding or possibly a seating depth issue. Occasionally I've had a rifle I've worked on come up with a 'two and one' group like you're seeing (though never with all four bullet weights like that) and a tweak of seating depth (usually shorter) will fix it. Have you tried seating depth as a means of fixing this? If you have, it's not impossible to bed a Ruger properly, if you're careful and work slow. I've not bedded one, but I have been an observer on one, sort of. I'm thinking of bedding a laminated stock sometime soon if I can get to it, so I might be of some better help to you after that.
Maybe you should bring the thing up here and we'll take it down, work it over, and reassemble it to see what we get?
