Check out the Forbes 20B in the catalog on Forbesrifle.com. Any of the bullets you list would work great. I like the 168 Ballistic Tip.

These days, I wouldn't bother with having a custom rifle made, I'd just go with a Kimber (see attached), Cooper or as John B mentions, the very nice Forbes/NULA rifle!
We really are spoilt for choice these days (rifles, scopes etc etc etc....)!!!

Cerakote Highland Green stock with black webbing.

You definitely want a 1-10 twist if you plan to go with subsonic loads, even tighter if you want to go with the heavy subs.

My light 308 has a 16.5" 10 twist barrel. The lightest bullets I've shot so far with it have been 140 grains, and they shoot very well.
