I live in Portland, OR and i am wanting to get a muzzle brake put on my Tikka T3 300 WSM, does anyone know of any good smith's in the Portland area. Thanks

I would try Rich's Gunshop in Donald(about 1/2 hour south on I-5) or Darrell Holland in Powers OR(about 4 hours south).
Darrell Holland has a brake they've designed that won't throw up much dust when your prone.
They'll both pop up on Google.
