I've been using a. Lee Auto Disk measure to throw Titegroup. 9mm loads.
Consistently throwing 4.3 - 4.4 grains. I switched to a new lot of powder and the groups are now 4.4 to 4.5 grains.
Is it normal for powder density to vary this much from lot to lot?
Let's look at this from a percentage standpoint. With 4.35 grains being average for the old lot and 4.45 being the average from the new lot, you are looking at 2% variation. No concern, I would not consider that "varying this much from lot to lot". Have you checked velocity? Is pressure up? Older powder can lose some weight (evaporation of production solvents) just from exposure to the air by opening and closing the powder container over time.
