Gene,

Most stick powders will readily yield 110% case fill via QL. Ball powders are less readily compressible, of course.
 
...iffn yer patient enuff to do it. There's plenty of powders out there, it's rare you can't find one in the 95-100% fill range that suitable, I rarely drop below 90% & @ 105 I'll start looking for another powder...
