I get great groups and velocities with RL23 in my 7RM’s with 140-160 grain bullets. It shoots every bit as well as RL22 does. Good stuff. Velocities are 80-100 fps above manual predictions. So I’m not leaving any velocity on the table, there’s not a vast difference in velocities. As I said though it does as well as RL22 for me. I do still have an unopened pound of 22. If it means anything, 23 does well enough that it replaced 22 for me and I have 10-11 lbs of 23 in the locker for my 7’s.
I’ve never had a poi shift with 22 due to temp swings, but 23 is supposed to be more temp stable. Which is a plus. I haven’t tried RL23 in my 270’s as Staball 6.5 has stepped in as my go to powder there.
