Seating bullet into neck.

Is there a rule or proper measurement as to how far to seat a bullet into the neck of the brass. Loading 50g BT into a 22-250 COAL to lands is 2.530 and I think I only have the bullet halfway down into the neck. this is on a tikka t3 varmint.
 
The standard is to seat at least to a depth that matches the diameter of the bullet.
 
If I measure from the top of the taper on the boat tail plus .224 in the neck I get a jump to the lands of 0.114 seems long. I loaded my first rounds to 2.350 which is standard, I guess ill see what happens. from what I've been reading i'll prob. pick the best group and play with seating to 2.416 Is that how the "pros" do it?
