If 2.80" works just fine through the action of my 48 sporter, is there any reason to seat them deeper when I start working up these loads?

So long as the cartridge doesn't jam the bullet into the lands, you should be fine. How far off the lands are you at 2.800 inches? You are at SAAMI specs, so unless there is an issue with accuracy that dictates a deeper seating of the bullet, I'd be inclined to start where you are.

I'm with Dr. Mike. In fact, I usually start load development at the shorter of two basic measurements - magazine length and chamber length. I set up my loads at the longest length that will fit in the magazine and chamber, and go from there, for the most part.

Same here, if it functions I would start there. You may not even have to mess with seating depth!
