zastava action barreled in 20 tac, not a 223 but uses the same cheap brass and runs a 39 gr at 3800+ fps

Well, ultimate for me would be some 75 grain V-max's in a 250 Savage case. Out to 300 you are good, further if you can shoot well enough. A Savage American Classic would be the rifle of choice. On the cheap is a matter of opinion. CL
