water weight

I noticed in the nosler #9 manual that in the water weight section, the weight changes with the bullet weight. I assumed the method to get water capacity was to fill an empty case with water and get the weight by subtracting the case weight. What would different bullet weights have to do with case capacity? that book is giving usable case capacity . the longer bullets take up space . quickload wants total capacity .
